Work Package 2: Transnational Synopsis and Core Criteria

Duration: October 2004 to April 2005

The first phase was dedicated to research, sounding out the needs of potential users (system level, providers, learners) and making a connection to existing practice. This was deemed necessary in order to ensure usefulness to the stakeholders and implementation within the institutional, sectoral, regional, national and international context.

Research and analysis encompassed national research in all participating countries and international research of experiences with the instrument Peer Review. During the national research, national quality systems, relevant experiences and needs and expectations of the partner countries were compiled and analysed. The international research gave a broad overview of existing practice and exemplary case studies of peer reviews in different educational contexts. Additionally, a Gender Mainstreaming Guideline was developed to ensure that the European Peer Review Manual meets gender mainstreaming requirements.

Based on this research, a tentative guideline for the development of the European Peer Review Manual was drawn up comprising suggestions and recommendations of research findings as well as open questions.
